Akash Singh

Landscape Designer

BEnvD, MLA

Akash joined MHBC in 2022 as a Landscape Designer after graduating from the University of Manitoba with a Masters in Landscape Architecture. He also holds a Bachelor of Environmental Design from University of Manitoba with specialization in Landscape & Urbanism.

His past work experience in this field includes custom landscape designs for a wide variety of residential and commercial projects in Manitoba. For his Master’s thesis, he designed a heritage trail in the small Himalayan town of Leh in India to bring awareness to the adverse effects of over-tourism and climate change in the region. At MHBC, he works on conceptual design, prepares landscape plans and creates rendered graphics for subdivision, commercial and residential developments.

He is currently an associate member of Ontario Association of Landscape Architects and is pursuing full accreditation as a licensed landscape architect.

Aleah Clarke

Intermediate Planner

Aleah joined MHBC in February of 2021 after working for a local municipality. Aleah provides a variety of planning consulting services to private and public sector clients including project coordination and management, policy research and review and assistance in obtaining a variety of planning approvals (Official Plan and Zoning By-law Amendments, Plans of Subdivision and Condominium, Site Plan Approvals, Consents and Minor Variances). Aleah also has previous planning experience in the private sector and in the public sector at the local, county and provincial level.

Aleah received her Bachelor of Environmental Studies Honors Co-op Planning (BES) with a specialization in Environmental Planning and Management from the University of Waterloo in June 2019. Aleah is currently a candidate member of the Ontario Professional Planners Institute

Aleksandra Frankowski

Aleksandra joined MHBC in 2021. She primarily works with private sector clients to provide a range of planning services including research and planning analysis, policy reviews, due diligence and planning justification reports. She assists with obtaining various development approvals including Zoning by-law amendments, condominium and site plan applications, as well as minor variance applications. Prior to joining MHBC, Aleksandra worked in the private sector for a commercial real estate agency firm.

Aleksandra holds a Bachelor of Arts degree in Human Geography with a minor in Health, Aging and Society from McMaster University.

Amber Sofijanov

Amber has been an Executive Assistant with MHBC since 2021. Amber provides administrative support to the Partners, Planners, and Technical Staff in our Kitchener office.

Amber received her Bachelor of Arts (Sociology) Degree from Wilfrid Laurier University in 2005.

Andrea Sinclair

Partner

Andrea Sinclair, a Partner and an Urban Designer at MHBC, joined the firm in 2006 and works on a broad range of planning and urban design projects for a variety of municipalities and private sector clients. She has prepared numerous design guidelines for residential, commercial, mixed use developments, and heritage sites. In addition, Andrea has prepared a number of justification analysis reports for employment and residential land needs.

Andrea also has experience in preparing applications and obtaining approvals for official plan amendments, zoning by-law amendments, draft plans of subdivision and minor variances.

Andrea received her Honours Bachelor of Environmental Studies (Urban and Regional Planning) from the University of Waterloo in 2004, and her Master of Urban Design Studies from the University of Toronto in 2005. Andrea is a full member of the Canadian Institute of Planners and a Registered Professional Planner.

Andrew Hannaford

Andrew joined MHBC in 2018. He provides a range of urban planning services to public and private sector clients including policy reviews and analysis, obtaining development approvals (Subdivisions, Condominiums, Site Plans, Official Plan and Zoning By-law Amendments), project co-ordination and management, and undertaking special studies and associated research. Prior to joining MHBC Andrew has previous work experience with the public sector at the regional and local level, and with the private sector in land development.

Andrew completed his undergraduate degree from the University of Waterloo and received his Bachelor of Environmental Studies Honours Co-op Planning with a minor in Geography and Environmental Management and Diploma in Environmental Assessment in 2018.

April has been an Executive Assistant with MHBC since 2022. April provides administrative support to the Partners, Planners, and Technical Staff in our Kitchener office.

Ashley Anderson

Project Administrator

Ashley joined MHBC in 2019. She holds the position of Planning Administrator, and provides administrative planning support to the Partners, Associates and Planners in our Barrie office. Her tasks include coordinating submissions and liaising between municipal Clients and staff.

Bernie Hermsen

Bernie has provided city, town and country planning services since joining MHBC in 1975 and became a Partner with the firm in 1980. He has experience in the preparation of Official Plans, Secondary/Community Plans, Comprehensive Zoning By-laws and special studies for a range of municipalities in the Province of Ontario. He has advised municipalities with respect to restructuring, the assessment of long term land needs, as well as economic, land use, and transit/transportation strategies. He also provides regular planning services to smaller municipalities.

Bernie has extensive experience with neighbourhood design, as well as site plan/design approvals for commercial, residential, recreational, industrial and mixed-use developments. He has completed a broad range of community planning and design projects in suburban and inner city contexts. Bernie takes a creative and community context approach to providing urban design solutions. Bernie has provided expert evidence before the Ontario Municipal Board on numerous occasions. He is also experienced in alternative dispute resolution and mediation.

Bernie received his Honours Bachelor of Environmental Studies (Urban and Regional Planning) from the University of Waterloo in 1975 and more recently received his Master of Urban Design Studies from the University of Toronto in 2006. Bernie is a full member of the Canadian Institute of Planners and a Registered Professional Planner.

Betty Carroll

Betty, Office Manager with MHBC, joined the firm in 1990. Betty manages all administrative aspects of the Woodbridge and Barrie offices and is responsible for all financial and accounting aspects of the firm.

Bonnie Tung

Landscape Designer

MLA

Bonnie joined MHBC in 2021 after graduating from the University of Toronto with a Masters of Landscape Architecture degree. She also holds a Bachelor of Fine Arts from OCADU with a specialization in digital art and animation.

Her past professional experience with landscape projects range from streetscape design to community master planning. Utilizing her background in animation, she has also assisted with time-based projects relating to the field of landscape architecture–both at the academic and professional level. At the University of Toronto, she assisted with a research project that investigates the visualization of plant growth over time. While practicing as a landscape designer, she has created fly-through animations that help to visualize proposed public realm projects and their changing features due to seasonality. Presently, at MHBC, she works on conceptual design and the drafting of construction drawings for subdivision, commercial, and industrial developments.

She is currently working towards her full accreditation as a licensed landscape architect.

Brent Clarkson

Brent Clarkson holds a Masters Degree in Regional Planning and Resource Development (University of Waterloo) and has been a practicing planner for over 30 years. In 1999 he opened MHBC’s Vaughan office and in 2010 he was named President of MHBC.

Brent provides planning services to both public sector and private sector clients. He has successfully completed assignments in a large number of Ontario locations ranging from Windsor, Niagara, Goderich, Barrie, Wawa, Peterborough, Cornwall to most Greater Toronto Area (GTA) municipalities including work in downtown Toronto.
Brent’s practice is wide ranging and crosses the spectrum of land use planning including policy preparation, residential land development, retail commercial approvals, industrial subdivisions, and aggregate licence approvals.
Since 1982, Brent has regularly appeared as a planning witness at the Ontario Municipal Board. He has also provided expert testimony at the Consolidated Hearings Board and the Ontario Superior Court of Justice. He has been involved in complex cases involving interpretations of recent legislation and policy such as the Species at Risk Act, the Growth Plan and the City of Toronto Official Plan.

He also has substantial experience at the Board dealing with matters pertaining to the Provincial Policy Statement, the Niagara Escarpment Plan and the Aggregate Resources Act.

Brent has a strong interest in retail commercial development and has been involved with approvals of some of the largest retail developments in the GTA over the past 10 years. In addition, Brent is authorized by the Ministry of Natural Resources to prepare Aggregate Resource Act site plans and has a keen interest in aggregate policy and pit and quarry approvals.

Brian Zeman

Brian Zeman is a Partner at MHBC and has over 20 years of experience providing planning advice to the private and public sector on development applications and policy matters. He is a member of the Canadian Institute of Planners and is a Registered Professional Planner. Brian specializes in aggregate resource planning and has considerable experience in approvals for new or expanded mineral aggregate operations within the Province of Ontario and particularly within the Greater Golden Horseshoe where sites are subject to area specific Provincial Plans. Brian works with a number of clients ranging from smaller individual producers to the top aggregate producers in the Province of Ontario. Brian has been qualified as an expert in planning and aggregate related matters before a number of different tribunals in Ontario.

Caitlin Port

Associate

Caitlin joined MHBC in 2017and specilizes in aggregate resouce planning and rural land use planning. She has worked in the private sector since 2013 and has previous work experience with NGO’s, the Region of Waterloo, and the Government of Alberta.

Caitlin has coordinated a number of aggregate projects across southern and central Ontario, including Aggregate Resources Act Licence Applications, Site Plan Amendments, Official Plan Amendments, and Zoning By-Law Amendments. She has experience writing and analyzing planning policies, preparing Planning Justification Reports, presenting at Public Meetings and Public Information Session, and participating in Ontario Municipal Board Hearings. In addition, she has undertaken a number of research projects on aggregate rehabilitation in Ontario.

She has worked on a variety of municipal planning projects for private and public sector clients, including consent applications, minor variances, plans of subdivision, land expropriation, and Parks Master Plans.

Caitlin received her Honours Bachelor of Environmental Studies in Environment and Resource Studies and her Master’s Degree in Environmental Studies (Planning) from the University of Waterloo. She is a Registered Professional Planner, a full member of the Canadian Institute of Planners, and is qualified by the Ontario Municipal Board as an expert in Land Use Planning.

Carol Wiebe

Carol Wiebe has worked in planning, design and land development since 1980. During her 40 years in the planning profession, she has worked on numerous mixed use, commercial and residential projects throughout Southern Ontario. Carol joined MHBC in 1994 with a keen focus on community engagement, innovative neighborhood and site design coupled with strong project management skills overseeing complex projects. She has been actively involved in industry task forces and advisory committees to municipalities dealing with economic development, urban planning and City building.

Carol has extensive experience before land use tribunals including matters pertaining to the Planning Act and Expropriations Act. Her knowledge and experience garnered over the years in the land use and development industry provides a strong basis for sound advice to clients and other professionals.

Chelsea Brooks

BA, MA, MSc(Plan)

Chelsea joined MHBC as a Planner in 2022. She provides a range of land use planning consulting services to public and private sector Clients including land use planning advice and due diligence, policy research and review, project coordination and management, and assistance in obtaining a variety of planning approvals (Official Plan and Zoning By-law Amendments, Plans of Subdivision and Condominium, Site Plan Approvals, Consents, and Minor Variances). Chelsea has previous research experience in the public sector and a keen interest in rural planning policy.

Chelsea holds a Master’s of Science degree in Rural Planning & Development; a Master’s of Arts degree in Geography, Environment and Geomatics; and an Honour’s Bachelor of Arts degree of International Development from the University of Guelph.

Chelsea is currently a Candidate Member of the Ontario Professional Planning Institute.

Chloe Patten

Chloe joined MHBC in 2020. She provides a range of land use planning services to public and private sector Clients including policy reviews and analysis, obtaining development approvals (Subdivisions, Condominiums, Site Plans, Official Plan and Zoning By-law Amendments), project co-ordination and management, and undertaking special studies and associated research.

Chloe holds a Master’s of Science in Rural Planning & Development as well as a Bachelor of Arts (Honour) from the University of Guelph, with a Major in Criminal Justice and Public Policy and a Minor in Business.

Chloe is currently a Candidate Member of the Ontario Professional Planning Institute.

Christine Fandrich

Technician

CPT, Dip. GIS & Urban Planning, BA

Christine joined the Kitchener office in 2022 bringing a range of technical and creative skills from the municipal and provincial levels of the public sector. She specializes in Geographic Information Systems (GIS) analysis/mapping. She also provides graphical and technical design and drafting services to both private and public sector clients.

Prior to working for MHBC, Christine worked as a Business Technologist at the Town of Oakville providing report maps, designing GIS applications, and maintaining their zoning by-law database and documentation. She worked for Metrolinx where she designed and managed the rail asset GIS databases and document control system, focusing on property ownership and asset management.

Christine received her Geographic Information Systems (GIS) and Urban Planning Diploma from Fanshawe College in 2021, a GIS Certificate from Fanshawe in 2015, and her Honours Bachelor of Arts with a Minor in GIS from McMaster University in 2012. Christine is a full member of the Canadian Association of Certified Planning Technicians.

Christopher Poole

Senior Technician

BA, CACPT

Christopher holds a Bachelor of Arts Degree in Urban Studies from York University and an Honours Diploma in Urban and Regional Planning from Mohawk College. He is a Full Member of the Canadian Association of Certified Planning Technicians, is approved to prepare and certify Class ‘A’ Site Plans pursuant to the Aggregate Resources Act, and has over 15 years of experience as a Planning Technician.

Throughout his career, Christopher has been actively involved in the planning and civil engineering disciplines including drafting over 125 Aggregate Resource Act Site Plans, generating Draft Plan of Subdivisions, and designing dozens of parking lot configurations for public and private sector corporations across the province. Moreover, he is proficient in computer-aided design and mapping software and has adopted 3D modeling technologies to effectively illustrate complex terrain models and assess potential visual impacts of proposed developments.

Christy Kirwan

Planner

Christy joined MHBC in 2023 as a Heritage Planner. She holds a Diploma in Heritage Conservation from the Willowbank School of Restoration Arts and a Bachelor’s Degree in History from the University of California: Santa Cruz where she graduated cum laude with Department Honours and College Honours. Christy has experience in research and report writing for both public and private sector clients. She has completed historical research, inventory work, and evaluation on a variety of projects, including cultural heritage evaluation reports and cultural heritage impact assessments. Prior to joining MHBC, Christy gained experience as a Heritage Intern for the Town of Grimsby. She has also received hands-on training from the Messors Field School in art and monument restoration and previously worked in the skilled trades restoring heritage buildings and fine furniture.

Chrystal Chuter

Senior Technician

Chrystal is a Planning Technician in our Kitchener office. Chrystal joined MHBC in 2011 and provides a variety of technical design and drafting services for public and private sector clients. Projects include site design and plans, Aggregate Resources Act (ARA) site plans, report graphics, GIS analysis and mapping. Prior to joining MHBC, Chrystal worked as a Junior Technician for a civil engineering firm that specialized in municipal and private sector projects.

Chrystal received her Geographic Information Systems (GIS) and Urban Planning Diploma from Fanshawe College in 2009 and her Honours Bachelor of Arts from Wilfrid Laurier University in 2006. Chrystal is a full member of the Canadian Association of Certified Planning Technicians.

Cornel Campbell

Senior Landscape Architect

Cornel joined MHBC in 2019 and holds a Master of Landscape Architecture from the University of Toronto and a Bachelor of Urban and Regional Planning from Ryerson University.

Cornel has previous experience working on a range of landscape projects from small scale-residential design to community master planning. Cornel has also previously worked as an environmental planning consultant, conducting environmental assessments in the Greater Toronto Area. In addition, he has experience in designing and constructing installations for various art/landscape design competitions.

At MHBC, Cornel contributes to a variety of public and private sector projects including multi-family developments, subdivisions, neighborhood parks, and commercial and industrial developments. Cornel has a range of responsibilities including developing conceptual designs, drafting construction drawings, and contract administration.

He is currently an associate member of the Ontario Association of Landscape Architects and is pursuing full accreditation as a Licensed Landscape Architect. In addition, he is currently a Candidate member of the Ontario Professional Planners Institute pursuing accreditation as Registered Planning Professional.

Dan Currie

Dan Currie specializes in land use policy, growth strategies and cultural heritage planning. He has provided land use planning and cultural heritage planning consulting services for both public and private sector clients over his 24 year career. Dan leads MHBC’s cultural heritage division and has experience in the development of heritage plans and policies including cultural heritage master plans, heritage district studies and plans, heritage impact assessments and heritage policy evaluation. Dan has been qualified as an expert in land use planning before the Local Planning Appeal Tribunal (and former Ontario Municipal Board) and qualified as an expert in cultural heritage planning before the Local Planning Appeal Tribunal and the Conservation Review Board.

Dana Anderson

Dana Anderson joined MHBC in 2015. Dana is a graduate of Queen’s University and has a Masters degree in planning from the University of Waterloo. She brings over 25 years of professional experience in the field of urban planning to the firm. Dana is a full member of the Canadian Institute of Planners and a Registered Professional Planner in Ontario. She is a highly respected professional and has held positions in both government and the private sector. She has extensive knowledge, experience and expertise in a wide range of areas. Dana was inducted into the CIP College of Fellows in 2018, the highest honour the Canadian Institute of Planners can bestow to recognize a planner’s achievements. https://www.cip-icu.ca/About/College-of-Fellows

Dana has developed, managed and authored new Official Plans, Secondary Plans, Zoning By-laws and major policy studies and plans for the public sector. As the Chief Planner for the Town of Oakville for over 6 years, she led a department of 30 staff and oversaw all planning functions. Ms. Anderson has also directed and managed staff and sub-consultants on a variety of private sector planning projects throughout Ontario including the redevelopment of several commercial retail centres and health care facilities.

Dana has been an active member of the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners (CIP) throughout her career. She has presented several lectures and presentations on a wide range of planning topics and has been dedicated to the advancement of the standards for the planning profession. She is the 2018-2019 Planner-in-Residence at the University of Waterloo. She is also a former OPPI Council member, has chaired the membership committee at both the provincial and national level and chaired committees on ethics and planning school accreditation as part of the national standards review.

Daniel Della Torre

Daniel joined MHBC in June 2022 after graduating from Toronto Metropolitan University (formerly Ryerson University) with a Bachelor of Urban and Regional Planning (BURPl).
Daniel assists in working with both the private and public sector in many roles on a variety of projects that vary in terms of land uses across different municipalities. His responsibilities include writing and preparing various reports and letters, reviewing key policies and providing analysis, preparing development applications, coordinating submissions, and assisting in obtaining development approvals for a range of projects.
Daniel is working towards and is currently a Candidate in becoming a Registered Professional Planner (RPP) with the Ontario Professional Planners Institute (OPPI) and Canadian Institute of Planners (CIP).

David Aston

David Aston became a Partner at MHBC in 2010 and is a Vice-President with MHBC. David provides planning services for the public and private sectors in all aspects of land use planning and project management. David has experience in the completion of growth management strategies, Official Plan reviews, Comprehensive Zoning By-laws and Master Environmental Servicing Plans. David has significant experience in giving evidence as a land use planner at tribunals and court.

David McKay has been with MHBC since 1997 and is a Vice-President at MHBC. David is a full member of the Canadian Institute of Planners, a Member of Lambda Alpha International, and a Registered Professional Planner in Ontario.

David has provided a variety of planning services for public and private sector clients. David has considerable commercial experience having obtained approvals for over 75 million square feet of retail and office space in Ontario. David is very experienced in mixed use / high density residential development, having obtained approvals for thousands of units throughout the GTA.

David is currently the President of the Simcoe Chapter of Lambda Alpha International. Past roles include: Chair of OPPI’s Professional Standards and Registration Committee and Chair of the University of Toronto Planning Alumni Committee. David’s professional and volunteer work has been recognized: OPPI Award of Professional Merit (1998); OPPI Membership Service Award (2003); University of Toronto Outstanding Service Awards (2011, 2017); and the University of Toronto Arbor Award (2018).

Dean Smith

Dean, a Planning Technician, joined MHBC in 2000. Dean provides a variety of technical design and drafting services for public and private sector clients. Projects include Aggregate Resource Act (ARA) site plans, private sector site plans, subdivision design, and various types of condominium plans.

Dean received his Honours Bachelor of Arts from Lakehead University in 1997 and his Municipal Planning and Development Diploma from Mohawk College in 2000. Dean is a full member of the Canadian Association of Certified Planning Technicians.

Debra Walker

Debra Walker has specialized in development approvals in both the private and public sector over the span of her career of 25+ years (since 1995). She has successfully led numerous development projects, spanning from mineral aggregate approvals to residential, mixed use and industrial projects in rural, urban and seasonal recreational communities across Ontario. Debra is engaged in various large-scale complex development and plan proposals and regularly acts as project manager of multi-disciplinary development projects.

In addition to being a Registered Professional Planner, she is certified by the Minister of Natural Resources to prepare site plans under the Aggregate Resources Act. Debra has been a qualified expert in planning and aggregate-related matters before the Local Planning Appeal Tribunal, former Ontario Municipal Board and the Toronto Local Appeal Board in a number of hearings.

Della Ross

Della joined MHBC in February of 2021 as an Associate. Della has over 30 years of regional and municipal planning experience. Della began her career as a Principal Planner at the Regional Municipality of Waterloo and had the opportunity to work in the Policy, Development and Housing Divisions during her time there. At the City of Kitchener, Della started as a Senior Planner working primarily on large master planned greenfield subdivisions. For the past 14 years Della was Manager of Development Review and led her team through Kitchener’s first phase of rapid growth which transformed the city through intensification, redevelopment and greenfield communities. She was also key in the review of City of Kitchener’s new Official Plan and comprehensive Zoning By-law. When Della became Kitchener’s Director of Planning (Interim), Waterloo Region (Kitchener Waterloo Cambridge) was the fastest growing municipality in Canada. She led the department of over 30 planners and support staff through the transition to full electronic submissions and plan review during the initial weeks of Covid-19, ensuring stability and the continuation of approvals for the community and development industry.

Della believes in complete communities where there is opportunity for those living in them to live healthy and productive lives. To accomplish this, the residents, the development industry, planners, politicians and other stakeholders need to work together with a shared vision that supports our existing and future neighbourhoods. Success depends on relationship building and this has been a priority throughout Della’s career.

Della’s educational background is an undergraduate degree In Environmental Studies (BES) and a Master’s Degree (MA) in Political Science with a focus on Planning Law.

Eldon Theodore

Eldon Theodore is a Partner at MHBC with a dual specialization in planning and urban design where he has been practicing for over 19 years. Eldon’s experience includes a broad range of projects related to intensification, master planning, community design and architectural control guidelines, community planning policy preparation, concept development, visioning exercises, community engagement and public consultation. His experience also includes development approvals (Subdivisions, Condominiums, Site Plans, Official Plan and Zoning By-law Amendments, Consents and Minor Variances), project coordination and management, undertaking special studies and associated research. Eldon has been an expert witness at the Local Planning Appeals Tribunal / Toronto Local Appeals Board for both planning and urban design matters and has made numerous presentations to Committees, Councils, and the general public across Ontario. Eldon is a full member of the Canadian Institute of Planners, Lamda Alpha International, and a Registered Professional Planner with the Ontario Professional Planners Institute.

Eliza Oprescu

Eliza is a landscape architect and urban designer who has managed and coordinated large, complex, multidisciplinary projects in both public and private sectors in both Calgary and Toronto. She has led projects through all phases of design ranging from engagement to construction. Eliza is recognized for her strong 3D and 2D visual communication and dedication to detailed construction. She is committed to delivering visually stimulating and well-thought-out designs no matter the scale of the project.

Eliza spent 2 years as a Sessional Instructor at the University of Calgary where she has taught Computer Modeling for both Planners and Landscape Architects. Her love of complex design and visualization has allowed her to share her skills with new Planners and Landscape Architect.

Ellen Ferris

Ellen joined MHBC in 2019. She provides a range of urban planning services to public and private sector Clients including policy reviews and analysis, obtaining development approvals (Subdivisions, Condominiums, Site Plans, Official Plan and Zoning By-law Amendments), project co-ordination and management, and undertaking special studies and associated research.

Ellen has previous work experience with the public sector at the Niagara Escarpment Commission and the City of Toronto, and has also completed planning work for the Regional French Public School Board.

Ellen holds a Master of Science in Planning from the University of Toronto, as well as a Bachelor of Science from the University of Guelph.

Emily Elliott

Emily Elliott joined MHBC in 2014 and is a Vice-President at MHBC. Prior to joining MHBC, Emily worked as an in-house land use planner at a Toronto-based law firm. Emily provides a broad range of planning services to private sector clients. She is experienced in preparing applications and obtaining approvals for official plan amendments, zoning by-law amendments, draft plans of subdivision and condominiums and minor variance. Emily has experience making effective presentations in front of Council, Committees and the public and has been involved in numerous Local Planning Appeal Tribunal hearings.

Emily received her Honours Bachelor of Environmental Studies (Urban and Regional Planning) from the University of Waterloo in 2007. Emily is a Registered Professional Planner and a full member of the Canadian Institute of Planners.

Eric Brathwaite

Eric joined MHBC in 2023 after previously working in the municipal sector. During his time working in the municipal sector he acted as Secretary Treasurer for the Committee of Adjustments, as well as the lead planner for the reviews of Site Plans, Consents, Minor Variances, Zoning By-law and Official Plan Amendments, and Plan of Subdivision applications.

Eric received his Bachelor of Arts Degree with specialized honours in Urban Studies from York University in 2015. He is a full member of the Canadian Association of Certified Planning Technicians, as well as an Accredited Secretary Treasurer through the Ontario Association of Committee of Adjustment and Consent Authorities. Eric is currently a pre-candidate member of the Ontario Professional Planners Institute.

These services encompass project coordination and management, conducting policy research and reviews, as well as aiding in securing various planning approvals such as Official Plan and Zoning By-law Amendments, Plans of Subdivision and Condominium, Site Plan Approvals, Consents, and Minor Variances.

Frank received a Bachelor of Urban and Regional Planning, Minor in Geography, and Local Economic Development Certificate in 2020 from Ryerson University.

Gerry Tchisler

Gerry joined the firm in 2017 and has since been engaged in providing advice and obtaining development approvals for a variety of private sector clients. He regularly leads multidisciplinary teams as a project manager to obtain approvals for the full range of development applications for residential, commercial, industrial and mixed use proposal. Gerry also undertakes due diligence exercises, policy reviews and provides expert evidence before the Local Planning Appeal Tribunal. Gillian Smith

Gillian joined MHBC in 2021. She provides a range of planning services to public and private sector clients across Ontario, including heritage planning and policy reviews. She assists with research and planning analysis for the preparation of heritage impact assessments, planning justification reports and planning applications for site plans, condominium conversions, Zoning By-law amendments, and minor variances.

Prior to joining MHBC Gillian worked in the public sector for the provincial government, as well as the private sector for a real estate consulting firm.

Gillian received her Bachelor’s degree in Sociology from Queen’s University and holds a Master’s degree in Planning from the University of Guelph.

Gordon Curnow

Gordon joined the MHBC Kitchener Office in 2016, bringing a variety of technical and creative design skills to the team. He received his GIS & Urban Planning Diploma from Fanshawe College in 2010.

Prior to joining the firm Gordon worked for a consulting firm on a number of oil & gas development projects throughout North Eastern Pennsylvania, Ohio and West Virginia. He has also worked in a Municipal environment having participated in surveys, property inspections and site visits.

Gordon is experienced in providing mapping/drafting services, title research, graphic design and more utilizing various technical programs including AutoCAD and ArcGIS, as well as design-oriented programs like Photoshop and Google Sketchup. Han Huang, a Landscape Designer and Project Coordinator joined MHBC in 2019. Han has played a major role in the design and coordination of a broad range of project work in both China and Canada.

Han provides a variety of drafting, organizational, and graphic skills to the team while participating in the development of projects for both public and private clients. Being highly focused on accuracy and efficiency, Han is able to complete fast-paced, deadline-driven projects with strong multitasking and problem-solving abilities. Han’s project experience ranges from large scale residential and commercial developments, community and urban design, institutional landscapes, parks, public open spaces and restorations.

Han is currently an associate member of the OALA (Ontario Association of Landscape Architects) and is in the process of becoming a full member with use of the professional seal.

Ian MacNaughton

Legacy Partner – 1944-2023

With a heavy heart, MHBC is sad to announce the passing of its founder, Ian MacNaughton.Ian passedaway peacefully on Saturday October 7, 2023, surrounded by the love of his family. He was 79 years of age. He is survived by his wife Sandie, and children Jonathan, Jill, Johanna and Josh.He was a proud “Gramps” of 11 dear grandkids: Charlie, Addie, Frankie,Fin, Sam, Emma, Max, Ella, Georgia, Nora and Ben.

Ian was one of the first to graduate from the University of Waterloo’s Urban and Regional planning program in 1968 and then went on to obtain his MA in Regional Planning and Resource Development in 1971. Just 2 years later in 1973, Ian founded MHBC based on the encouragement of his wife and greatest confidant, Sandie. Over 50 years, MHBC has grown to be one of the largest and most successful planning firms in Ontario. Throughout his career, Ian was a well respected planner that earned him the distinguished honour as a “Fellow” by the Canadian Institute of Planners, which is the highest recognition a land use planner can achieve.

Ian was passionate about the betterment of Ontario through his vision, leadership and big picture thinking. Throughout his life, Ian demonstrated qualities that set him apart as a leader, mentor and innovator and he had a unique ability to inspire and motivate those around him. Based on his knowledge and expertise he was appointed as a member of numerous Provincial, Regional and Local task forces including the Provincial Smart Growth Central Ontario Strategy Sub-Panel, the Greenbelt Task Force and the Province of Ontario Advisory Group on Energy and Economic Development. Ian was also selected as a special advisor to the Ontario Stone, Sand and Gravel Association and assisted numerous municipalities with restructuring, governance, waste management and housing strategies.

Beyond Ian’s professional achievements, Ian championed causes close to his heart, giving back to the community and making a positive impact on countless lives. This included the University of Waterloo, Canadian Technology Triangle, Rotary, Homewood, Breslau Park and Recreation Association and the Grand River Conservation Foundation.

Ian was a friend and mentor to many in the industry and will be deeply missed and never forgotten. As we mourn the loss of an extraordinary individual, we also celebrate a life that has left an indelible mark on our hearts, our industry, and the world at large.

James Newlands

James Newlands joined MHBC in 2017. James assists in the research and planning analysis for the preparation of applications and reports for development approvals and aggregate resource projects. James also provides advice to private and public sector clients on a variety of land use planning issues. James brings agricultural and rural land use planning experience to the firm through his graduate research work at the University of Guelph. Prior to joining MHBC, James gained work experience in the public sector at the municipal level.

James received his Honours Bachelor of Commerce from Lakehead University in 2015, and his Masters of Science in rural Planning and Development from the University of Guelph in 2017. He is a full member of the Ontario Professional Planning Institute.

James Parkin

James Parkin is a Partner and has been with MHBC since 1989. Mr. Parkin is a land use planner with experience in rural and resource planning. He has been extensively involved in planning for mineral aggregate resources across Ontario. Clients include: aggregate producers, municipalities, provincial ministries and industry associations. Hundreds of successful projects relate to making resources available through specific applications, planning policy development and related resource management research.

Mr. Parkin is a Registered Professional Planner (R.P.P) and provides project management and planning evaluations related to Planning Act, Aggregate Resources Act (ARA) and Provincial Plan matters. He is certified by the Minister of Natural Resources to prepare site plans under the ARA. He has provided expert evidence before the Ontario Municipal Board, Local Planning Appeals Tribunal and Joint Board.

Prior to joining MHBC, Mr. Parkin was employed by the Ministry of Natural Resources in a variety of field and main office positions in the aggregate resources program.

Jamie Robinson

Jamie has worked as a planning consultant for public and private sector clients for eighteen years. His experience ranges from the preparation of official plans, zoning by-laws, and development charge studies to the submission of development applications including plans of subdivision, condominiums, consents, and minor variances. He is familiar with the latest mapping tools available to planners and is capable of viewing planning issues from both a planning and technical perspective. Jamie has also provided expert witness testimony to the Local Planning Appeals Tribunal on a variety of urban, rural and shoreline issues.

In working on behalf of municipalities and the Chippewa’s of Rama First Nation, Jamie has reviewed various types of development applications and provided strategic direction to Municipal Councils.

Jamie received a Bachelor of Environmental Studies from the University of Waterloo and is a Member of the Canadian Institute of Planners and a Registered Professional Planner.

Jasmin Brinovcar

Jasmin Brinovcar joined the Kitchener in 2017 and has a range of technical and creative skills. She specializes in Geographic Information Systems (GIS) analysis and mapping, but is also proficient in drafting and graphic design serving both public and private sector clients.

Prior to coming to MHBC, Jasmin worked in the Technical Support department at Esri Canada where she provided support to ArcGIS Desktop users. She has also spent time working in a municipal environment where she focused on GIS field data collection, asset management, map production and web application design.

Jillian Sparrow

Jillian completed her undergraduate degree from Brock University and received her Bachelor of Arts (Honours) in Human Geography with a Concentration in Urban Planning from Brock University in 2011.

Jonathan Hann

Jonathan Hann is a Senior Urban Designer with MHBC, joining the firm in 2023. Jonathan draws on his multi-disciplinary background to create places that are human-scaled, sustainable, and focused on active transportation. He has contributed to a wide variety of transformational projects across Ontario, reimagining parking lots, empty malls, and former industrial districts into public squares, new neighbourhoods, and vibrant urban places. Jonathan’s ability to bring projects to life and communicate them to a wide variety of audiences has been recognized with awards in Urban Design, GIS, Environmental Design, and Landscape Architecture.

Jonathan holds a Master of Science in Landscape Architecture from the University of Copenhagen, an Honours Bachelor of Environmental Design and Planning from Fanshawe College, and a GIS and Urban Planning Diploma from Fanshawe College, and is an Associate Member of the Ontario Association of Landscape Architects.

Juliane Von Westerholt

Juliane von Westerholt joined MHBC in July of 2021 and has over 24 years of both upper and lower tier municipal planning experience. Juliane began her career in the County of Bruce and has worked for several municipalities including her most recent position as Senior Planner at the City of Kitchener, a position she held for over 14 years.

At the City of Kitchener, Juliane was responsible for processing and reviewing all forms of complex green field development applications, as well as comprehensive infill/ intensification projects in the Urban Growth Centre. For 14 years Juliane was also the Coordinator of the Committee of Adjustment where she mentored staff, reviewed and assigned work to 10 staff and represented the Planning Department at monthly Committee of Adjustment Meetings. Juliane has also been the Project lead on Master Plan Preparation, Secondary Plan review, as well as Environmental Assessment projects.

Juliane also possesses considerable experience as a Qualified Planning Expert – Ontario Municipal Board / Local Planning Appeal Tribunal, including preparation of reports / mediation/ conflict resolution and giving evidence for hearing before the Board/Tribunal.

Juliane’s educational background is an undergraduate Environmental Studies (BES) degree in Honours Urban and Regional Planning.

Juliane is a full member of the Canadian Institute of Planners and the Ontario Professional Planning Institute, and is a registered professional planner.

Kaitlin Webber

Kaitlin Webber joined MHBC in November 2021. She provides a range of planning consulting services to both public and private sector clients including conducting policy reviews and analyses, preparing due diligence and planning justification reports, and providing project co-ordination and management expertise. Kaitlin regularly assists with obtaining various development approvals including Plan of Subdivisions, Site Plans, Official Plan Amendments, Zoning By-law Amendments, Consents and Minor Variances. Kaitlin also provides planning consulting services for a utility organization, where she reviews and comments on planning applications, engages with stakeholders, and provides land-use planning advice to utility representatives.

Kaitlin is a graduate of the Master of Arts in Planning program at the University of Waterloo (2022). She also holds a Bachelor of Education from Queen’s University (2018) and a Bachelor of Arts from Trent University (2017) with a major in Geography and a minor in French Studies.

Kate Wills

Kate Wills, joined MHBC in 2017, working on a wide range of planning and urban design projects for both municipal and private sector clients. Kate provides a range of planning services – from managing projects and coordinating project teams to working as a team member to obtain approvals for residential/commercial/industrial development projects. Kate provides land use planning advice to the solar industry and completes eligibility analysis and supporting reports for applications to the IESO for the LRP and FIT Programs.

Before joining the firm in 2017, Kate worked as a planning consultant and also as a planner for a local homebuilder.

Kate received her Honours Bachelor of Environmental Studies (Urban and Regional Planning), with an Urban Design Specialization from the University of Waterloo in 2005, and is a Full Member of the Canadian Institute of Planners and Ontario Professional Planners Institute.

Katherine Rauscher

Katherine joined MHBC in 2021. Prior to joining MHBC, Katherine has previous experience throughout the Greater Toronto Hamilton Area consulting in the private sector, as well as in land development for a medium size homebuilder. Katherine completed her undergraduate degree from Ryerson University, receiving a Bachelors of Urban and Regional Planning in 2011. She has expertise in policy, long-range growth management and strategic planning matters. Kathy is a Past Director of OPPI and Past Chair of the Governance and Nominating Committee. She regularly mentors candidate members to encourage the next generation of planners on their professional journeys.

Kory Chisholm has been with MHBC since 2016. Prior to joining MHBC Kory worked as a Planner for a rural municipality in Simcoe County.

Kory provides strategic advice to private and public sector Clients on a variety of land use planning issues with an emphasis on land development projects. Kory leads a wide range of projects, including providing policy analysis and project management services for Official Plan and Zoning By-law Amendments, Plans of Subdivision and Condominium, Site Plan and Committee of Adjustment applications in urban, resort and rural settings. He is extremely Client focused, has a solutions based approach, and excels in coordinating with Clients, other project team consultants as well as liaising with municipalities and conservation authorities.

Kory received his Bachelor of Environmental Studies (Honours Planning) from the University of Waterloo in 2012 and his Master’s of Science (Resource Efficiency in Architecture and Planning) from Hafen City University in Hamburg, Germany in 2016. Kris Menzies

Kris is a Planner who leads projects with a variety of clients from high level visioning to implementation. She is well known for her strategic approach to policy interpretation and her ability to manage complex projects with multidisciplinary teams.

Kris’ practice focus is in Central Ontario and she has spent over 30 years shaping communities through resort development planning, mixed-use projects, infill projects, large scale residential projects, and municipal policy formulation.

Kris is actively involved in the Ontario Professional Planners Institute (OPPI) and has held several voluntary positions including being a chair of various conferences, a past member of the Policy Committee, assisting with the development of OPPI’s project management course, and representing OPPI on the Ministry of Municipal Affairs and Housing Committee in drafting Development Permit regulations. Kris has also lectured on various planning matters including teaching a Resort Development course at Georgian College.

Laura Williams

Laura is a registered Landscape Architect and joined the Kitchener office in 2021.

Laura has experience in park and playground design and development, as well as extensive project management experience. She has collaborated with landscape architects, developers, and municipalities across North America on a number of projects from conceptual design to construction to post-occupancy. She is inspired by opportunities to enhance the experience of place with thoughtful and captivating design interventions.

Laura completed the Master of Landscape Architecture program at the University of Guelph in 2016 and was awarded the CLSA Student Award of Merit in the same year. She is a full member of the OALA and CSLA.

Lauren Pasic

Lauren is an accomplished professional with a background in strategic partnerships, executive assistance, and entrepreneurship. Her educational journey includes graduating from McMaster University, where she studied Business, Human Resources and Labour Studies. She gained valuable experience at Elite Developments, where she excelled as a manager of Strategic partnerships and an executive assistant to Senior leadership. In these roles, she focused on fostering effective relationships and communication between management and company partners while also promoting seamless collaboration across departments. Prior to her corporate experience, Lauren successfully ran her own custom cake business for three years, showcasing her entrepreneurial spirit

Lee Bull

Lee joined MHBC in 2021. Lee is a senior professional in the field of land use planning with a career of over 16 years.

Lee’s experience includes six years as Manager of Planning Services for the Nottawasaga Valley Conservation Authority, as well as positions with two planning consulting firms.

Lee provides advice to private and public sector Clients on a variety of land use planning issues with an emphasis on land development projects. Lee manages the day to day aspects of a range of projects, including providing project management services for Official Plan and Zoning By-law Amendments, Plans of Subdivision and Condominium, Site Plan and Committee of Adjustment applications in both urban and rural settings. Lee has a solutions based approach and excels in communicating directly with Clients, coordinating other project team consultants as well as liaising with municipal and conservation authority staff.

During her tenure as the Manager of Planning Services at the Nottawasaga Valley Conservation Authority, Lee was responsible for the oversight of the development review program including the technical review of applications for official plan amendments, zoning by-law amendments, draft plan of subdivision approval and site plan applications to ensure consistency with NVCA policies and guidelines, as well as county, municipal and provincial policies. She was also responsible for providing input into municipal and county official plan reviews and comprehensive zoning bylaws and technical review of Environmental Assessment Act proposals.

Lee holds a Bachelor of Arts (Honours) in Geography from York University. She is a full member of the Canadian Institute of Planners and the Ontario Professional Planners Institute.

Linda has been an Administrative Assistant with MHBC since 2003. Linda manages the front reception and provides administrative support to the Partners, Planners and Technical staff in the Woodbridge office.

Linda joined MHBC as a Planner in August 2022. She provides a range of planning consulting services to private sector clients across Ontario including development due diligence, policy reviews and analysis, and obtaining development approvals such as Zoning By-law Amendments, Site Plan Approval, Consents, Minor Variances, and Plans of Subdivisions. She assists with a variety of project developments including high-rise mixed-use residential, mid-rise residential, commercial, industrial and office.

Prior to joining MHBC, Linda worked in the real estate industry, where she gained valuable insights into the practical aspects of real estate transactions and client service, with a particular focus on land use and development and market analysis.

Linda holds an Honours Bachelor of Arts (Urban Studies, Human Geography and Political Science) from the University of Toronto.

Luisa joined MHBC in 2018 after completing her undergraduate degree at the University of Waterloo. She provides a range of land use planning consulting services to both public and private sector clients including land use planning advice and due diligence, policy research and review, project coordination and management, and assistance in obtaining a variety of planning approvals (Official Plan and Zoning By-law Amendments, Plans of Subdivision and Condominium, Site Plan Approvals, Consents, and Minor Variances). Luisa also has previous planning experience in both the public and private sector and at a planning law firm.

Madison Vernooy

Madie recently received her Master’s of Planning (MPI) in Urban Development from Toronto Metropolitan University (TMU) in 2023. Prior to that Madie received her Bachelor of Kinesiology (B. Kin) from the University of Toronto (UofT) in 2021. Madie has worked at a planning consulting firm assisting private sector clients in achieving development approvals, as well as a research assistant studying the intersection of open data policy and active transportation. Madie is currently a candidate member of the OPPI.

Mahsa Borazjani

Mahsa joined MHBC in 2021, and holds a Master of Landscape Architecture from the Shahid Beheshti University and a Bachelor of Architecture from Shiraz University.

She has an Architectural background, her previous experience includes work at Adstruct Ltd and Dibagaran Construction. Now, she is working as a Landscape Designer for both public and private sector clients. Mahsa is acknowledged for her strong 3D and 2D visual communication. She is committed to delivering visually stimulating and well-thought-out designs no matter the scale of the project.

She is currently an associate member of the Ontario Association of Landscape Architects and is pursuing full accreditation as a Licensed Landscape Architect and the Canadian Association of Landscape Architects (CSLA).

Maire has previous work experience in the public sector, having completed planning work for several municipalities and the provincial government.

Mariusz Jastrzebski has specialized in development approvals in the private sector over his career of 16+ years and has vast experience in project management, planning policy, and planning justification report preparation. . He has successfully led and provided planning advice and strategic direction on a wide range of Municipal Amendments, Site Plan Approvals, Subdivisions, Draft Plan of Condominium, Minor Variances, Consents and Building Permit applications for small and large scale residential, commercial, industrial, and institutional uses in the GTA and Ontario. Mariusz is engaged in various large-scale complex development and plan proposals and acts as project manager of multi-disciplinary development projects. Mariusz has provided professional planning opinions and made effective presentations in front of Council, Committee of Council, including the Committee of Adjustment, and the public, and is a full member of CIP and the OPPI.

Melinda MacRory joined MHBC as a Planner in January of 2020 and is engaged in providing land use planning advice and obtaining development approvals for a variety of private sector clients. Ms. MacRory provides policy analysis and project management services for a range of development applications including Official Plan and Zoning By-law Amendments, Site Plan Control, Draft Plan of Subdivisions, Draft Plan of Condominiums, Minor Variance and Consent Applications.

Prior to joining MHBC, Ms. MacRory gained five years of professional experience in the private sector, with a focus on land use planning and development, specializing in project co-ordination and management, policy analysis and research, design and public engagement. Ms. MacRory also has experience in the public sector, as she worked as a Policy Intern at the City of Toronto in the Strategic Initiatives and Policy Analysis Department. Melinda’s experience in both the private and public sector gives her a comprehensive perspective on land use planning, policy planning and development approvals.

Melinda received a Master of Planning in Urban Development from Ryerson University in 2015. Melinda also received a Bachelor of Arts (Honours) in Anthropology from the University of Guelph in 2013.

Melissa Visser

Melissa joined MHBC as a Planner in August of 2021. Melissa primarily works with private sector clients to provide a variety of planning consulting services including project coordination and management, policy research and review, and assistance in obtaining a variety of planning approvals (Official Plan and Zoning By-law Amendments, Plans of Subdivision and Condominium, Site Plan Approvals, Consents, and Minor Variances). Melissa has previous consulting experience in the private sector.

Melissa holds a Master’s of Science degree in Planning and an Honour’s Bachelor of Science degree from the University of Guelph. Melissa also holds a post-graduate certificate in Environmental Engineering.

Michael McLean

Michael joined the MHBC Barrie Office in 2015, bringing a wide variety of technical and design skills to the team.

He received his Geographic Information Systems (GIS) and Urban Planning Diploma from Fanshawe College in 2010. Michael has been a full member of the Canadian Association of Planning Technicians since October 2012.

Michael is adept in various technical computer programs including AutoCAD and ArcGIS, as well as design-oriented programs like Photoshop and Illustrator. He has been actively involved in creating illustrations, maps, and technical drawings to support both public and private planning projects

Neal DeRuyter

Neal DeRuyter is a Registered Professional Planner who has been with MHBC since 2009. He is involved in a wide range of mineral aggregate projects across Ontario for private and public sector clients as well as development approvals for rural and urban projects. He is certified by MNRF to prepare site plans under the Aggregate Resources Act. Neal has provided expert evidence before the Local Planning Appeal Tribunal and the former Ontario Municipal Board. Neal is a member of the Pragma Council at the University of Waterloo.

Nicholas Stumpo

Nicholas is a landscape architect who joined MHBC in 2022. He has been fascinated by environmental design from an early age, when he would spend his time capturing insects and creating naturalistic habitats for them in miniature terrariums.

He has worked on variety of projects, including parks, streetscapes, industrial buildings, commercial developments, rooftop amenity spaces, and high profile residential projects. He has extensive experience in contract administration, and he finds great satisfaction in problem solving, conflict resolution, and working within a team to plan out and work towards a common goal.

Nick joined MHBC in 2004 after being with the firm as part of the co-operative education program at the University of Waterloo. Nick provides a full range of planning services to public-sector and private-sector clients across Ontario. While with MHBC, he has gained work experience related to cultural heritage planning, visual impact assessment, greenfield development planning, infill development, redevelopment of brownfield and greyfield sites, and mineral aggregate site planning. Nick has been qualified as an expert in land use planning and cultural heritage planning before the Local Planning Appeal Tribunal.

As part of MHBC’s Cultural Heritage Division, Nick has developed expertise related to heritage conservation district projects (including mixed-use areas, commercial districts, residential areas, waterfront sites, and even an operating oil field), heritage impact assessments, heritage master planning, cultural heritage evaluations and resource documentation reports.

Nick Miele is a recognized leader in the fields of Landscape Architecture and Consulting Arboriculture. His body of work encompasses a broad range of project work locally and internationally for both public and private sector clients. Specialties include all scales of Landscape Architectural design including acting as prime consultant in charge of managing multi-disciplinary teams for complex larger-scale projects; Visual Impact Assessments; Tree Inventory / Management Plans and Arborist Reports. Nick has been an expert witness for both Landscape Architecture and Arboriculture related matters before the Ontario Municipal Board and Toronto Local Appeal Board.

Nicolette Van Oyen

Nicolette returned to MHBC in early 2019 after receiving her Diploma of Interior Design, having originally joined the firm in 2004 as a Planner. Nicolette has extensive land use planning experience working on Plans of Subdivision and Condominium, Official Plan and Zoning by-law amendments, commercial and residential Site Plans, as well as having experience making presentations to City Council, Planning Committee and Committee of Adjustment.

Prior to joining MHBC, Nicolette worked for municipalities in Muskoka and Waterloo Region as a Development planner processing complex applications for subdivisions and site plan as well as Official Plan and Zoning bylaw amendments. As a planner at MHBC, Nicolette provides consulting services to municipalities and private sector clients preparing due diligence and planning justification reports and has long-standing working relationships with municipal staff throughout Waterloo Region.

Nicolette was an elected member of the Cambridge Core Areas Advisory Committee (CARAC) as well as a committee member of the Cambridge and North Dumfries Community Foundation.

Nicolette graduated from the University of Waterloo with a Bachelor of Environmental Studies (Honours) in Coop Geography in 1985. Nicolette is a Candidate member of the Ontario Professional Planners Institute

Nimita Chandiramani

Nimita is an Urban Designer, Architect and Landscape Designer. She joined MHBC in July 2021 as part of the Woodbridge office urban design team.

Nimita has over 10 years professional experience across the Middle East, India and Europe working on urban design, development, research and architecture projects. She is also currently pursuing a Certificate in Landscape Design for Climate Resilience from Ryerson University, Toronto, and is a student member of Ontario Association of Landscape Architects (OALA).

Nimita seeks to study and understand complex urban issues and develop sustainable solutions that have local relevance and grounding. Her experience in multidisciplinary environments enable her to collaborate, lead and deliver high quality and innovative work.

Nina Pulver

Nina is a registered Landscape Architect with a diverse background in landscape design and planning practice. Having worked in the private sector since 2007, she has extensive experience in providing landscape architectural design and administration services for a wide variety of projects that span public and private settings, including institutional and commercial properties, multifamily developments and private residences, environmental restoration, public parks, heritage sites and streetscapes. Nina joined MHBC in 2018, where she is involved in all stages of project development and management, and consults on the development of urban design guidelines, community master plans, and cultural heritage landscape management. Nina has also served as an instructor and guest lecturer for university planning and landscape architecture courses, and actively participates as a guest speaker at conferences and guest panels on subjects relating to landscape design, green infrastructure, and climate adaptation.

Nina holds a Masters degree in Landscape Architecture from the University of Guelph and a Bachelors degree (honours) in Fine Art from Oberlin College, Ohio. She is a full member (with seal) of the Ontario Association of Landscape Architects (OALA) and member of the Canadian Association of Landscape Architects (CSLA).

Noah MacLaren

Noah MacLaren joined MHBC as a Co-Op Student in May 2021, and returned full-time as a Planner in May of 2022. Prior to joining MHBC, Noah has garnered previous experience in the public realm through co-op positions. In these roles, he had a focus on property development, policy planning, and community relations.

Noah provides a range of consulting services to a variety of private sector clients, some of which include policy review and analysis, the preparation of planning justifications reports, and due diligences. He regularly assists with obtaining various development approvals, such as Official Plan and Zoning By-law Amendments, Minor Variance, Consent Applications, and Site Plan Control.

Opani Mudalige

Opani Mudalige joined MHBC in 2022. Opani provides a range of urban planning services to public and private sector Clients including policy reviews and analysis, obtaining development approvals (Subdivisions, Condominiums, Site Plans, Official Plan and Zoning By-law Amendments), project co-ordination and management, and undertaking special studies and associated research.

Opani’s previous work experience includes the City of Mississauga and the TDL Group Corp. (Tim Hortons) head office in Oakville. She has also held three positions in England, for a city and then for two private sector planning consultancies. Her projects have ranged from small home additions to large residential developments and policy planning.

Opani holds an Honours Bachelor of Arts (Environment and Resource Management major, French minor and geography minor) from the University of Toronto, as well as a Master of Science (City and Regional Planning) from the University of Glasgow. She is a Chartered Planner with the Royal Town Planning Institute in the UK.

Oz Kemal

 Oz Kemal is the President of MHBC Planning and has over 20 years of experience in urban and regional planning. He holds an Honours Bachelor of Environmental Studies (Urban and Regional Planning) with a Minor in Geography from the University of Waterloo. Oz is a full member of the Canadian Institute of Planners, a full member of Lambda Alpha International, and a Registered Professional Planner in Ontario, as well as British Columbia.

Throughout his career, Oz has led a diverse range of projects in the residential, industrial, and commercial sectors, providing strategic planning services for both public and private sector clients. His extensive portfolio includes residential developments, commercial retail developments ranging from individual stores to major mall redevelopments, as well as large format industrial projects, and expropriations.  

Oz’s expertise spans land use planning, project management, policy development, and navigating complex development approvals, including Site Plans, Subdivisions, Condominiums, Official Plan and Zoning By-law Amendments, Consents, and Minor Variances. Known for his adeptness in development agreement negotiations, Oz frequently presents to Committees and Councils and has provided expert planning evidence at the Ontario Land Tribunal.

Oz continues to contribute to the planning profession having been a part of University of Waterloo Planning Alumni of Toronto and as the current Co- Chair of the Western Lake Ontario District of OPPI.

Patricia dos Santos

Patricia has been a Human Resources Specialist with MHBC since February 2021. Patricia provides organization-wide Human Resources support, including establishing and integrating policies and procedures, managing entire employee lifecycles from sourcing, recruiting, and onboarding, to engagement, recognition, and retention; developing mentorship and training programs, performance management systems and structures, as well as introducing and maintaining organizational development and change initiatives.

Patricia has over 10 years of experience in leadership and Human Resources related roles in a variety of industries including retail, non-profits, timeshare, real estate, and transportation.

Patricia holds a Master of Arts in Industrial/Organizational Psychology from Adler School of Professional Psychology, and a Bachelor of Arts in Psychology from York University. Patricia is also a certified Joint Health and Safety Committee member.

Patrick Townes

Patrick joined MHBC in 2014 and provides advice to private and public sector clients on a variety of land use planning issues. Patrick assists in the preparation and review of Official Plans, Zoning By-laws, Subdivisions, Site Plans, Consents and Minor Variances. His past experiences include working with a Conservation Authority where he coordinated development application review, approval monitoring and natural heritage management. Patrick has over three years of extensive experience dealing with development and planning matters pertaining to Conservation Authorities.

Paul Britton, Partner with MHBC Planning, joined the firm in 1986 and has been a professional planner since 1979. Paul has been recognized with a Provincial Outstanding Planning Award from the Ontario Professional Planners Institute (OPPI), and two OPPI District-Level Awards of Professional Merit.

Paul has both municipal and consulting experience relating to numerous aspects of community planning including residential, commercial and industrial planning and development, adaptive re-use of industrial/heritage structures, preparation of development charges by-laws and studies, and review/ input into provincial policy and land use legislation.

Paul is a former President of the Kitchener-Waterloo Home Builders’ Association and has actively participated as a member of the Land Development Committee of the Home Builders’ Association as well as several Municipal Committees.

Paul received his Honours Bachelor of Environmental Studies (Urban and Regional Planning) from the University of Waterloo in 1979. Paul is a full member of the Canadian Institute of Planners and a Registered Professional Planner.

Philip brings a great diversity of design knowledge, and problem solving skills to the team, managing projects for both the public and private sectors, from conception to completion.

He provides landscape architectural services for a wide range of projects including; condominium developments, industrial warehousing, commercial, mixed use, residential master planning, parklands, ecological restoration, and more.

He is a results-oriented project manager with a sharp eye for detail, dedicated to creating both dynamic and realistic landscape spaces in a respectful, productive, and engaging team environment.

Philip holds a Masters degree in Landscape Architecture from the University of Guelph and a Bachelors degree in Fine Art from NSCAD University, Halifax. Pierre Chauvin

Over his 20+ years of experience as a land use planner and consultant, Pierre has worked extensively with both public and private sector clients in both urban and rural areas. His specialized experience in rural and agricultural planning combined with his urban experience provides him with a uniquely balanced approach to planning and development. His public sector experience includes the preparation of major planning research, policy studies, and land use and zoning regulations for municipalities and other government agencies. Pierre has also provided strategic advice and consulting services to private sector clients, including developers, investors, and landowners, and has coordinated multidisciplinary teams in the development of residential, agricultural, commercial, industrial and mixed-use projects.

Rachel Fraser

Rachel Redshaw

Rachel is a Heritage Planner with MHBC and joined the firm in 2018. She holds a Masters of Arts degree from the University of Turin in collaboration with the International Training Centre of the ILO and UNESCO in World Heritage and Cultural Projects for Development. The Master focused on developing economically sound projects designed around a wide spectrum of cultural activities in the fields of natural, cultural heritage, cultural and creative industries and tourism. Faculty included professors from Macquarie University, City University London, University Paris I-Sorbonne and University of Barcelona as well as practitioners, officials and experts from UNESCO, ICCROM, ILO, IMF and other international organizations.

Rachel has experience in research and report writing for both public and private sector clients. She has experience in historical research, inventory work and evaluation on a variety of projects, including cultural heritage evaluation reports, cultural heritage screening assessments, conservation plans, heritage conservation districts and cultural heritage impact assessments. Prior to joining MHBC, Rachel gained experience working for municipalities in Southwestern Ontario. Rachel’s B.A. has a Joint Advanced Major in Anthropology and Celtic Studies from Saint Francis Xavier University and Higher Education Diploma from the University of the Highlands and Islands which allowed her to work with the protection and conservation of tangible and intangible cultural heritage resources in Nova Scotia and Scotland.

Rachel Wolff

Rachel joined MHBC in 2019, working primarily with private sector clients to provide a range of planning consulting services including policy reviews and analysis, project management, land use planning advice, development due diligence, and obtaining various development approvals, including Official Plan and Zoning by-law amendments, subdivision, condominium and site plan applications, as well as minor variance and consent applications.

Before joining the firm, Rachel worked in land development for the private sector.

Rachel completed her undergraduate degree from the University of Waterloo and received her Bachelor of Environmental Studies Honours Co-op Planning (BES) with an Urban Design Specialization in 2016. Rachel is a candidate member of the Ontario Professional Planners Institute.

Ragi Vadivelu

Ragi joined MHBC in March 2024. She provides administrative support to the Partners in our Woodbridge office. Ragi received her Bachelor of Arts degree in Administrative Studies from York University.

Roberto Marsalla

Technician / Designer

Robert is the Planning Technician in our Burlington office. He joined MHBC in February of 2019, and provides a variety of technical design services and geographic information service work.

Prior to working at MHBC, Robert worked at other planning firms as a planning technician. He has also worked at City of Hamilton as a summer student in their Public Works department, and as an LRT Community Connector.

Robert received his Urban and Regional Planning (GIS) diploma from Mohawk College in 2019, and a Bachelor of Arts from McMaster University in 2016. Robert is currently an Associate Member of the Canadian Association of Certified Planning Technicians, and is working towards his full membership.

Robyn McIntyre

Planner

Robyn joined MHBC in May, 2022 after completing her Bachelor of Environmental Studies Honours Co-op Planning (BES) at the University of Waterloo. Here, she graduated with specializations in land development and urban design. Prior to joining MHBC, Robyn gained experience in planning law, municipal planning, and regional planning.

Currently, Robyn works with both private and public sector clients on a variety of projects in land development planning, rural planning, municipal planning, and heritage planning. Her responsibilities range from research and policy application to writing various reports and preparing development applications.

Robyn is working towards becoming a Registered Professional Planner (RPP) with the Ontario Professional Planners Institute (OPPI) and Canadian Institute of Planners (CIP).

Ryan Barry

Landscape Designer

Ryan is a registered landscape architect (with seal) with the Ontario Association of Landscape Architects and Canadian Society of Landscape Architects. He joined the MHBC team in 2022 and has experience from concept to completion working on a range of infill and greenfield developments as well as parks, open space, streetscape, stormwater management and restoration projects. Having worked in both public and private sectors, in landscape architecture and urban design as well as in landscape maintenance and construction, Ryan has a well-rounded background in the field that enables him to bring a uniquely practical perspective to every project, focusing on constructability and long-term maintenance for design longevity. Ryan graduated Cum Laude from Western Carolina University with a BS in Business Administration and from the University of Guelph’s Bachelor of Landscape Architecture honours program with distinction.

Ryan Koraen

Technician

Ryan joined the MHBC in 2022, and provides a variety of technical design and drafting services for public and private sector clients.

He received his Honours Bachelor Degree in Environmental Design and Planning from Fanshawe College.

Ryan is adept in various technical computer programs including AutoCAD and ArcGIS, as well as design-oriented programs like Photoshop and Illustrator. He has been actively involved in creating illustrations, maps, and technical drawings to support both public and private planning projects.

Saira Abdulrehman

Senior Landscape Architect

Saira Abdulrehman joined MHBC in 2023 as a Senior Landscape Designer, with an international portfolio of experience, working between London, U.K. and Toronto, Canada throughout her career. Her experience is varied, working in landscape design, landscape planning and urban design.

Saira’s experience includes residential projects, revitalization work, public realm projects, transportation projects and theme parks/resorts. Saira has provided design and planning services with private and public sector clients globally.

Saira is passionate about establishing more accessible and diverse professions within the built environment. As such, she has led several digital and in-person workshops and community consultation meetings. She has designed and instructed lectures, courses, and workshops at institutions around Canada and the United Kingdom, covering complex subject matter including (but not limited to) decolonization, anti-racism, and anti-ableism within the context of architecture, design, and planning.

Saira is a Licensed Member of the Landscape Institute, making her professionally accredited in the United Kingdom.

Scott Allen

Partner

Scott Allen has more than 20 years of experience providing professional planning expertise to a diverse mix of private and municipal sector clients. Over his career, Scott has provided planning services and advice in support of a wide range of development applications relating to residential, commercial, institutional and industrial projects, and he has coordinated numerous environmental assessments for municipal infrastructure proposals. With MHBC, Scott routinely functions as the planning lead for large-scale, multi-disciplinary projects focused in Southwestern Ontario. He has been qualified by the Local Planning Appeal Tribunal and the former Ontario Municipal Board as an expert to provide professional opinion evidence on land use planning matters. Scott received his Bachelor of Arts in Planning from the University of Windsor and his Masters in Arts in Planning from the University of Waterloo. He is a member of the Canadian Institute of Planners and a Registered Professional Planner.

Shadi Adab

Associate

Shadi Adab Joined MHBC as an Associate in urban design in January 2024. She has significant experience working in both the public and private sectors at the intersection of architecture, planning, and urban design. Shadi successfully builds collaborative relationships with multi-disciplinary teams to deliver creative solutions for projects of any scale.

During her career as an urban designer, Shadi has been involved in a wide range of development projects of different scales throughout the GTHA, producing master plans, block designs, urban design studies and guidelines. Shadi is skilled at coordinating projects with interdisciplinary teams and combines creative thinking and technical competency with strong communication, organizational, and management skills.

Shadi has a Master’s Degree in architecture from Beheshti (Melli) University and a Master’s Degree in urban planning from McGill University. She is a full member of the Canadian Institute of Planners and a registered professional planner.

Shayne Connors

Shayne joined MHBC in 2021. Shayne provides a range of urban planning services to public and private sector Clients including policy reviews and analysis, obtaining development approvals (Subdivisions, Condominiums, Site Plans, Official Plan and Zoning By-law Amendments), project co-ordination and management, and undertaking special studies and associated research.

Shayne’s previous work experience includes the Town of Georgina, Ontario Ministry of Agriculture, Food and Rural Affairs, as well as the Regional Municipality of Durham.

Shayne holds a Master of Science in Rural Planning and Development from the University of Guelph, as well as an Honours Bachelor of Arts in Geography with an Option in Geomatics from Wilfrid Laurier University. He is a candidate member of the Ontario Professional Planners Institute.

Shona Ferreira

Shona has been an Administrative Assistant with MHBC since 2019. Shona provides administrative support to the Partners, Planners, and Technical Staff in our Kitchener office.

Shona received her Law & Security Administration diploma from Conestoga College in 2007.

Solveig has been an Executive Assistant with MHBC since 2017. Solveig provides administrative support for the Partners in the Barrie office.

Stefan Staicu

Stefan joined MHBC in November 2021. He provides a range of planning consulting services to both public and private sector clients including policy review and analysis, project management and coordination, due diligence research and obtaining development approvals for Subdivisions, Condominiums, Site Plan, Official Plan and Zoning By-law Amendments, as well as Minor Variance and Consent applications.

Prior to joining MHBC, Stefan worked within the private sector managing and coordinating a variety of development applications across the Greater Golden Horseshoe. He has a comprehensive understanding of the development application process across a range of municipalities for mixed-use, residential, commercial, industrial and institutional development proposals.

Stephanie Mirtitsch

Stephanie joined MHBC in June 2017, after completing two co-op terms in both our London and Kitchener offices.

Stephanie works with primarily private sector clients to provide land use planning advice, project management, and obtain various development approvals, including Official Plan and Zoning By-law amendments, subdivision, condominium and site plan applications, as well as consent and minor variance applications. Stephanie also has experience reviewing municipal documents including Official Plans and Zoning By-laws. Stephanie has previous work experience with the public sector at the municipal level.

Stephanie completed her undergraduate degree from the University of Waterloo and received her Bachelor of Environmental Studies Honours Co-op Planning (BES) in June, 2017. Stephanie is a full member of the Ontario Professional Planners Institute.

Tamara Tannis

Tamara Tannis joined MHBC in 2020. She has been a practicing planner since 1997 having worked in various provinces in western Canada, before returning to Ontario in the mid-2000s. Her experience has been in both the public and private sectors, in development approvals and in land use policy.

Tamara has worked in both large and small urban centres in Alberta, Manitoba, Northwest Territories and Ontario involving site plan reviews, subdivision planning, as well as policy and regulatory amendments. Tamara has managed projects involving neighbourhood redevelopment, official plan reviews, downtown revitalization, parks master planning, renewable energy projects and community character studies. Tamara is adept at workshop facilitation and undertaking public engagement functions. She has also been an expert witness at subdivision and development appeal boards, as well as the Land Planning Appeal Tribunal, preparing witness statements and participating in mediation sessions.

Tamara received her Bachelor of Arts degree in Urban Studies from the University of Toronto and her Masters, City Planning degree from the University of Manitoba. She is a full member of the Canadian Institute of Planners and a Registered Professional Planner.

Tania Hlavenka

Tania Hlavenka, a Planning Technician and Urban Designer with MHBC, joined the firm in 2019 after graduating from the University of Toronto with a Master of Landscape Architecture.

Ms. Hlavenka provides a variety of drafting skills, graphical skills and design knowledge while participating in projects for clients. She utilizes her graphical skills for a wide variety of projects including residential, mixed, institutional, industrial, aggregates, urban design and planning projects.

Tanya Martinez

Administrative Assistant

Tanya joined MHBC in 2022 as an Administrative Assistant. Tanya manages the front reception and provides administrative support to the MHBC team in our Barrie office.

Tomas Glancy

Senior Planner

Tomas Glancy joined MHBC in 2021 and assists in the research and planning analysis for the preparation of applications and reports for development approvals. Tomas also provides advice to private and public sector clients on a variety of land use planning issues. Tomas brings industrial and infrastructure related land use planning experience to the firm through his previous work on behalf of multi-nationals, infrastructural providers and semi-state bodies. Prior to joining MHBC, Tomas gained work experience in the private sector in Ireland.

Tomás graduated from the Dublin Institute of Technology in 2015 with a primary degree in Spatial Planning.

Trevor Hawkins

Trevor joined MHBC in 2017 after over fifteen years within the municipal sector, with the District of Muskoka and City of Waterloo. Trevor has significant knowledge and experience in intensification and redevelopment projects in core areas, transitioning neighbourhoods and transit station areas. Trevor has also worked extensively in subdivision planning, commercial and employment area planning in both developed and greenfield areas, as well as in community planning, and new developments in smaller urban centres. Trevor’s experience in the public sector affords him a unique perspective on the financial challenges that municipalities face with infrastructure planning, policy development, accommodating growth and recreation and parks planning.

Trevor received his Bachelor of Science in Chemistry in 1998 from the University of Western Ontario and his Masters of Urban and Regional Planning from Queens University in 2003. Trevor is a full member of the Canadian Institute of Planners and is a Registered Professional Planner in Ontario.

Tyler Kawall

Tyler joined MHBC in March of 2024. Tyler provides planning services for both private and public sector Clients on a range of projects with an emphasis on land development and redevelopment.

Projects managed by Tyler include those involving Committee of Adjustment, Zoning By-law and Official Plan Amendments, Plans of Subdivision, Condominium and Site Plan Control. His projects include rural and urban contexts through greenfield and intensification. Tyler engages directly with his Clients, project consultants, municipal staff, agencies and the public.

Tyler’s past work experience includes over four years with IPS, a land use planning consulting firm based out of Barrie, where he provided similar planning and project management services to private sector clients. Tyler graduated from the University of Waterloo in June 2019 and holds a Bachelor of Environmental Studies Honors Planning Co-op (BES).

Urja Modi

Urja joined MHBC in 2022 as an Intermediate Planner. From the private sector to the public sector, Urja provides a range of planning services, including obtaining development approval, community engagement, project coordination, site due diligence and consultation. Urja holds a Bachelor of Environmental Studies from the University of Waterloo; majoring in Planning, minoring in Political Science, graduating with a Diploma of Environmental Assessment, and specializing in urban design and land development.

Vanessa Hicks

Vanessa is a Heritage Planner with MHBC and joined the firm in 2016. She holds a Masters of Arts degree from the University of Waterloo’s School of Planning, specializing in heritage planning. Vanessa provides a variety of research and report writing services for public and private sector clients. She has experience in historical research, inventory work and evaluation on a variety of projects, including heritage conservation districts, heritage impact assessments and cultural heritage assessments.

Prior to Joining MHBC, Vanessa gained practical experience working as a municipal heritage planner.Vanessa’s B.A. in historical/industrial archaeology from Wilfrid Laurier University enabled her to work as a cultural resource management consultant and field archaeologist for several years in Ontario.

Vince Deschamps

Vince has over 30 years of professional experience across a broad range of sectors in Canada and internationally, with a deep interest in community-based conservation, Indigenous planning systems (both domestically and abroad) and biodiversity assessment. Vince is at the forefront of Natural Capital and Ecosystem Service Assessment (NCESA), both as a scientific discipline as well as a means to anticipate and plan for the effects of climate change.

Vince completed his undergrad at the University of Waterloo and M.Sc at the University of Guelph. He is a Full Member of OPPI & CIP, and serves on OPPI’s Indigenous Planning Advisory Committee as well as a CIP External Representative on the Canadian Wildlife Service’s Urban Development Sector Core Planning Team.
